Neoabstract art is a term fully conceived, created and consistently used by Harlem-New York City fine artist Dennis Moore to define a new art genre that totally perceives, conceives and creates contemporary art from an unconscious, unplanned and unstructured artistic spectrum. Neoabstractionism endeavors to reach far beyond and above previous or contemporary forms of abstract and modern art making. For the creative and committed neoabstractionist, there is no box — it does not exist as a concept, vision or structure.

Basically, neoabstraction is  define by Moore as being limitless, spontaneously creative, very improvisational, and instinctive with art making.
